ZRA yataja imani za dini kikwazo ulipaji wa kodi

Unguja. Mamlaka ya Mapato Zanzibar (ZRA) imesema licha ya jitihada kubwa inazofanya na kuboresha mifumo ya ulipaji kodi bado upo chini ya asilimia 98.

Pamoja na mambo mengine, ulipaji kodi wa hiari unakumbana na vikwazo ikiwamo imani ya dini kwamba kulipa kodi si sawa kwa sababu wanalipa zaka, hivyo kuwaomba wajumbe wa Baraza la Wawakilishi kusaidia mamlaka hiyo kutoa elimu kwa wananchi.

Kamishna Mkuu wa ZRA, Juma Yusuph Mwenda ametoa kauli hiyo jana wakati wa semina ya usimamizi wa kodi Zanzibar kwa Kamati ya Bajeti na Kamati ya Kuchunguza na Kudhibiti Hesabu za Serikali (PAC) za Baraza la Wawakilishi.

“Ulipaji wa kodi kwa hiari bado haujafika asilimia 98, hii ni kwa sababu bado watu wanatafuta namna ya kukwepa kodi,” alisema.

Kamishna Mwenda alisema, “wapo wanaosema wanalipa zaka kwa nini walipe kodi, kwa hiyo tunaomba mtusaidie kwa wananchi kodi ambazo zimewekwa kisheria, si ya kunyang’anya na inatumika kwa ustawi wa masilahi ya watu, hii ni halali.”

Maeneo mengine yanayotumiwa kukwepa kodi alisema ni kuwapo mifumo isiyo rafiki, na kutosajili biashara akieleza nyingi zinaendeshwa majumbani.

Pamoja na changamoto hizo, alisema makusanyo yameongezeka kutoka Sh304 bilioni mwaka 2021 hadi Sh619 bilioni ndani ya kipindi cha miaka mitatu.

Hata hivyo, Mwenda alisema duniani kote hakuna Taifa ambalo limefanikiwa kukusanya kodi kwa asilimia 100 kutokana na sababu mbalimbali, kwani watu wengi wanapenda kukwepa kodi.

Alisema mamlaka hiyo inajitahidi kutenda haki, kuboresha mifumo na kutoa elimu ya kodi, ikihakikisha sheria zinatenda haki, hakuna anayeonewa wala kupendelewa bali kila mmoja alipe anachostahili kwa kuweka mazingira ya ulipaji kodi.

Alisema lengo la semina hiyo kwa watunga sheria ni kuwaeleza utaratibu na usimamizi wa kodi za ndani, utaratibu wa kimuundo, kisheria na uhalisia wake.

Pia kuwasikiliza wajumbe hao kuhusu wananchi wanataka mfumo upi, kisha kuishauri mamlaka utaratibu mzuri wa kulipa kodi Zanzibar.

Licha ya kuwapo madai kuwa kodi ya Zanzibar ni kubwa, Mwenda amesema mfanyabiashara ambaye mauzo yake hayafiki Sh5 milioni kwa mwaka amesamehewa kulipa kodi.

“Hata Tanzania Bara tunawazidi, kule mtu anayesamheswa kulipa kodi ni chini ya Sh4 milioni, kwa kweli tumeweka mazingira, mazuri,” alisema.

Alisema wanazo idara sita za kikodi zikiwemo za walipakodi wakubwa na wa ndani ili kuhakikisha kila mmoja analipa anachostahili na kuweka mazingira rafiki ya ulipaji kodi.

Akifungua semina hiyo, Waziri wa Nchi, Ofisi ya Rais Fedha na Mipango, Dk Saada Mkuya alisema baada ya wawakilishi kupata elimu, ana imani watakuwa walimu na hata hoja zitapungua barazani.

Alisema hakuna sababu ya watumishi wasiongezewe masilahi kwani kuna mafanikio na ongezeko kubwa la mapato kwa kipindi cha miaka mitatu.

Hata hivyo, alisema hakuna mtu anayependa kulipa kodi kwa hiari, hivyo wawakilishi wanaweza kuwa mabalozi kwa wananchi kuhusu ulipaj wa hiari.

“Kodi ni muhimu na watu kwa sasa wanaona matokeo, maana kinachokusanywa kinaenda kutekeleza miradi ya maendeleo,” alisema Dk Saada.

Mwenyekiti wa Kamati ya PAC, Juma Ali Khatib aliipongeza mamlaka hiyo kwa jitihada zinazofanyika, akiishauri kuongeza kasi zaidi ili Taifa liweze kujitegema kimapato.

Tanzania: Samia Hands Over NBC’s 354m/ – Crop Insurance Compensation to Farmers Affected By Hailstorms

President Samia Suluhu Hassan, has handed over a cheque of 354m/- from the National Bank of Commerce (NBC) as compensation to tobacco farmers, who were affected by hailstorms during the previous farming season in various regions across the country.

Handing over the cheque in Dodoma, the compensation is part of the crop insurance service provided by NBC in collaboration with the National Insurance Corporation (NIC).

Furthermore, President Samia has also handed over health insurance coverage to members of the Lindi Mwambao Cooperative Union based in Lindi Region, through the Farmers’ Health Insurance service provided by the bank in partnership with Assurance Insurance Company.

While visiting the bank’s pavilion at the Nanenane Agricultural Exhibition and being received and briefed by the bank’s Managing Director, Mr. Theobald Sabi, she said: “This crop insurance is one of the crucial solutions in ensuring farmers have a reliable income, without fear of challenges such as natural disasters, including hailstorms.

“I call upon all farmers in the country to make the best use of this important opportunity by accessing these kinds of insurance services. I also highly commend NBC and all the stakeholders participating in this programme.”

Elaborating further on the crop insurance service, the Minister of Agriculture, Hussein Bashe, stated that it will help to recover the loss farmers incurred, especially in various calamities beyond their control.

Citing them as floods, fires, and hailstorms, which have significantly affected the well-being of farmers and caused some to be reluctant to invest in the crucial sector, Mr Bashe added: “However, our President, this step by NBC is just the beginning, as this is the second year since they started offering this service, and the results are already visible.

“As the government, we promise to continue supporting the wider implementation of this service, with the goal of ensuring that this crop insurance service reaches more farmers.”

On his part, Mr Sabi said that the farmers who benefited from the compensations are from 23 primary cooperative unions in the regions of Shinyanga, Geita, Tabora, Mbeya, Katavi, and Kigoma.

He added: “In addition to these insurance services, as a bank, through this exhibition, we have continued with our programme of providing financial education and various banking opportunities to farmers, alongside offering them various loans, including loans for agricultural equipment, particularly tractors, to eligible farmers.:

At the NBC booth, President Samia also had the opportunity to be briefed on the various services offered by the bank to the farmers namely crop insurance and health insurance services.

There, the President had the chance to speak with some of the beneficiaries of the services, including the Vice-Chairman of the Lindi Mwambao Primary Cooperative Union, Mr. Hassan Mnumbe, whose union has been provided with a health insurance card from the bank.
