Wizara ya Kazi, Uwekezaji kuzalisha ajira 18,500 Zanzibar

Unguja. Wizara ya Nchi, Ofisi ya Rais, Kazi, Uchumi na Uwekezaji imeainisha vipaumbele vyake ikiwemo kuratibu upatikanaji wa ajira za staha 3,500 nje ya nchi na ajira rasmi 15,000 za ndani.

Pia, itaimarisha usalama na afya kazini kwa ununuzi wa vifaa vya uchunguzi, kufanya ukaguzi kazi katika maeneo 600 ya kazi (Unguja 500 na Pemba 100) na kuimarisha majadiliano na kutatua migogoro 162 ya kazi.

Hayo yameelezwa leo Alhamisi Mei 23, 2024 na Waziri wa wizara hiyo, Shariff Ali Shariff wakati akiwasilisha hotuba ya makadirio ya mapato na matumizi ya wizara hiyo kwa mwaka wa fedha 2024/2025, kwenye mkutano wa 15 wa Baraza la Wawakilishi.

Waziri Shariff ameomba Baraza hilo liidhinishe  Sh75.2 bilioni.

Kipaumbele kingine ni uwezeshaji wananchi kiuchumi kwa kufanya mageuzi ya vyama vya ushirika na kutoa mikopo nafuu kwa wajasiriamali 26,000 kwa kuongeza programu za uwezeshaji.

Pia inalenga kulea na kukuza wajasiriamali kwa kujenga kituo kimoja, kutoa mafunzo kwa wajasiriamali 8,612 na kuwaunganisha na masoko wajasiriamali 450.

“Kipaumbele kingine ni kukuza na kuimarisha uwekezaji kwa kuweka mikakati ya kutangaza fursa na kusajili miradi 110ya uwekezaji, miradi ya sekta ya umma na sekta binafsi (PPP) pamoja na kuimarisha miundombinu ya ujenzi wa barabara za ndani katika zoni B, eneo la Micheweni,” amesema

Vilevile, amesema Serikali inalenga kufanya mageuzi ya ofisi yake kwa kuimarisha mazingira ya kazi, nyenzo, kukuza ujuzi wa wafanyakazi, kuweka mazingira wezeshi ya kazi, kuongeza masilahi ya wafanyakazi na kutumia mifumo ya kidijitali.

Amesema katika kipindi cha miezi tisa ya mwaka wa fedha wa 2023/24, imesajili miradi 63 ya uwekezaji yenye thamani ya Dola za Marekani 1,499 millioni inayotarajia kutoa ajira 4,392.

Amesema mtaji wa miradi ya uwekezaji umekuwa kwa asilimia 209.8 kutoka Dola za Marekani 714.7 milioni (Sh1.8 bilioni) mwaka 2022/23 hadi Dola za Marekani 1.4 bilioni (Sh3.6 trilioni) mwaka 2023/24.

Vile vile amesema, ofisi yake imeimarisha huduma jumuishi za uwekezaji, kuweka mfumo wa kieletroniki unaorahisisha utoaji wa huduma, kuweka ardhi ya akiba kwa uwekezaji, kuimarisha miundombinu ya uwekezaji katika maeneo huru ya uwekezaji ikiwemo Fumba, Micheweni na Dunga.

Akizungumzia kuhusu miradi ya mashirikiano baina ya sekta ya umma na sekta binafsi (PPP) kwa mwaka wa fedha 2023/2024, amesema jumla ya miradi 17 imepokewa, kati ya hiyo, mitano imefanyiwa uchambuzi na kuonekana kukidhi vigezo kwa kuzingatia vipaumbele vya nchi. 

Akizungumzia baadhi ya mafanikio yaliyopatikana katika kipindi cha Julai 2023 hadi Machi 2024, amesema wameongeza makusanyo kutoka Sh2.7 bilioni mwaka 2022/2023 hadi Sh3.9 bilioni mwaka 2023/24 sawa na asilimia 145 ya makadirio.

Katika kipindi hicho amesema wizara imefanya ukaguzi kazi katika maeneo ya kazi 216 (Unguja 141 na Pemba 75) ili kuhakikisha utekelezwaji wa sheria za kazi katika kulinda haki na masilahi ya wafanyakazi. 

Pia amesema, ofisi yake imethibitisha mikataba ya kazi ya wafanyakazi wazawa 9,624 kati yao Unguja walikuwa 8,739 na Pemba 885, sawa na asilimia 192 ukilinganisha na lengo ya mikataba 5,000 ya mwaka wa 2023/24.

Changamoto zilizopo

Miongoni mwa changamoto wanazokabiliana nazo, amesema ni uhaba wa mitaji kwa ajili ya utoaji wa mikopo ya wajasiriamali kulingana na maombi yaliyopo, yenye thamani ya Sh95 bilioni kwa wajasiriamali 1,884 (vikundi 1,410 na wawekezaji wa ndani 474) walioomba. 

Wakichangia hotuba hiyo baadhi ya wawakilishi, Shadya Mohamed Suleiman (makundi maalumu) amesema sheria ya ajira imekuwa ya muda mrefu na inawakwaza vijana wengi, hivyo wizara iangalie namna ya kuifanyia marekebisho.

Mwakilishi wa Mwera, Mihayo Juma Nhunga amesema ipo haja ya kusimamia wanaochukua  mikopo wairejeshe ili kutatua changamoto ya ajira na kuwawezesha watu wengine kuchukua fedha hizo.

Kwa upande wake Mwakilishi Dimani, Mwanaasha Khamis Juma ameshauri Serikali iendelee kuwavutia wawekezaji wenye hadhi ili kukuza uchumi wa kisiwa hicho.

Mwakilishi wa makundi maalumu, Fatma Ramadhan Mohamed amesema ufike wawekezaji waje na vyanzo vya umeme kwani suala la umeme limeshakuwa tete, licha ya Serikali kuanzisha vyanzo vyake.

“Kwa hiyo wawekezaji waweke miundombinu yao kama wanavyofanya Tanzania bara wanakuja na vyanzo vyao, hii itasaidia umeme wetu ambao bado haujawa mzuri,” alisema.

Britam half-year net profit hits Sh2bn on higher investment income

Insurer and financial services provider Britam posted a 22.5 percent jump in net earnings for the half-year ended June 2024, to Sh2 billion, buoyed by increased investment income.

The rise in half-year net profit from Sh1.64 billion posted in a similar period last year came on the back of net investment income rising 2.5 times to Sh13.27 billion from Sh5.3 billion.

“We are confident in the growth and performance trend that Britam has achieved, supported by its subsidiaries in Kenya and the region. Our business is expanding its revenue base while effectively managing costs,” Britam Chief Executive Officer Tom Gitogo said.

“Our customer-centric approach is fueling growth in our customer base and product uptake, particularly through micro-insurance, partnerships, and digital channels.”

The investment income growth was fueled by interest and dividend income rising 34 percent to Sh9.1 billion, which the insurer attributed to growth in revenue and the gains from the realignment of the group’s investment portfolio.

Britam also booked a Sh3.79 billion gain on financial assets at a fair value, compared with a Sh1.8 billion loss posted in a similar period last year.

The increased investment income helped offset the 12.7 percent decline in net insurance service result to Sh2.13 billion in the wake of claims paid out rising at a faster pace than that of premiums received.

Britam said insurance revenue, which is money from written premiums, increased to Sh17.8 billion from Sh16.6 billion, primarily driven by growth in the Kenya insurance business and regional general insurance businesses, which contributed 30 percent of the revenue.

The group has a presence in seven countries in Africa namely Kenya, Uganda, Tanzania, Rwanda, South Sudan, Mozambique, and Malawi.

Britam’s insurance service expense hit Sh13.6 billion from Sh11.3 billion, while net insurance finance expenses rose 2.6 times to Sh12.3 billion during the same period.

“Net insurance finance expenses increased mainly due to growth in interest cost for the deposit administration business driven by better investment performance. This has also been impacted by a decline in the yield curve, which has led to an increase in the insurance contract liabilities. The increase has been offset by a matching increase in fair value gain on assets,” said Britam.

Britam’s growth in profit is in line with that of other Nairobi Securities Exchange-listed insurers, which have seen a rise in profits.

Jubilee Holdings net profit in the six months increased by 22.7 percent to Sh2.5 billion on increased income from insurance, helping the insurer maintain Sh2 per share interim dividend.

CIC Insurance Group posted a 0.64 percent rise in net profit to Sh709.99 million in the same period as net earnings of Liberty Kenya nearly tripled to Sh632 million from Sh213 million, while Sanlam Kenya emerged from a loss to post a Sh282.2 million net profit.
