Wakopaji wanaodhalilishwa mitandaoni wapewa mbinu

Dodoma. Tume ya Ulinzi wa Taarifa Binafsi (PDPC) imewataka watu wanaomba mikopo kidijitali, kusoma maelekezo vizuri ili kuepuka kuruhusu kampuni hizo kuingia katika orodha ya namba za simu (phone book) na kuwadhalilisha. 

Kauli hiyo imekuja wakati baadhi ya kampuni zinazotoa mikopo kwa njia ya kidijitali, kutuma ujumbe mfupi wa maneno unaodhalilisha na wakati mwingine kutuma picha za vitambulisho vya wanaowadai.

Hatua hiyo imekuwa ikiibua malalamiko kwa jamii na hadi imekuibuliwa bungeni ambapo Spika wa Bunge, Dk Tulia Ackson alionyesha kukerwa na udhalilishaji unaofanywa kwa kuwashirikisha wasiohusika na mikopo hiyo.

Spika Tulia alieleza hayo Juni 27, 2024, bungeni wakati wa kipindi cha maswali na majibu akiitaka Serikali ieleze suala hilo ambalo lilikuwa likijadiliwa zaidi nje ya Bunge, “sijui kama kuna mwongozo wowote na Serikali mnalipokea na mnalifanyia kazi, hilo limekuaje.”

Aliyekuwa Waziri wa Habari, Mawasiliano na Teknolojia ya Habari, Nape Nnauye alijibu suala hilo akikiri kuwepo kwa changamoto hiyo ya watu ambao wanakopeshana mitandaoni na baadaye wanatuma taarifa kwa watu wanaomzunguka mkopaji.

Nape alisema Serikali imeiagiza Mamlaka ya Mawasiliano Tanzania (TCRA) kwa kushirikiana na Kitengo cha Kudhibiti Wizi Mtandaoni na Jeshi la Polisi kulifanyia kazi.

Aprili 1, 2024 Mwananchi iliripoti malalamiko ya baadhi ya watu wanaotumiwa ujumbe wa kuwataka kuwakumbusha waliokopa kulipa madeni yao, na jinsi kampuni zinavyopata namba hizo za simu. 

“Ndugu wa karibu/jamaa/rafiki/jirani wa (jina la mkopaji na namba ya simu) aliyechukua mkopo kwa nia ya mtandao kupitia application ya… unafahamishwa kuwa mtu huyu amekiuka makubaliano kwa kutolipa deni siku husika ya marejesho na kutopokea simu za ofisi, hivyo tutamchukulia hatua kwa kosa hilo.

“Unaombwa kumpigia simu muhusika na kumjulisha kuwa ana masaa mawili ya kulipa deni kabla ya hatua kali hazijachukuliwa dhidi yake. Fanya hivyo kuepuka usumbufu.”

Leo Jumatatu, Novemba 25, 2024, Mkurugenzi Mkuu wa PDPC, Dk Emmanuel Mkilia akizungumzia maandalizi ya warsha ya kuongeza uelewa kuhusu dhana ya ulinzi wa taarifa binafsi jijini Dodoma amegusia suala hilo la udhalilishaji. 

“Kimsingi tumeona kuna uvunjifu mkubwa wa sheria ya ulinzi wa Taifa, hasa watu wanaotumia mitandao wanapata nafasi kutumia picha na vitambulisho vya watu na wanatumia sms (ujumbe mfupi wa maneno) kwa watu wote walioko ndani ya simu husika hilo ni kosa kisheria,” amesema. 

Amesema suala hilo wamekuwa wakilishughulikia kwa kushirikiana na Jeshi la Polisi na Benki Kuu ya Tanzania (BoT), kuhakikisha taasisi ndogo za fedha ziwe zimesajiliwa kisheria na BoT. 

Amesema wanaofanya biashara hiyo wanatakiwa kuzingatia sheria ya Ulinzi wa Taarifa Binafsi na ndio maana wengi wamefungiwa hivi karibuni kujishughulisha na biashara hiyo. 

Amesema mwananchi anapoomba mkopo kupitia programu tumizi ‘application’ hizo kwa kujua ama kwa kutokujua inakuwa ni sharti kama hutalipa deni hilo ambalo wanawataka aruhusu ili waweze kuingia kwenye orodha ya namba za simu (phone book) na kuangalia anwani ya watu unaowasiliana nao. 

Dk Mkilia amesema bila kujua mwananchi anapoweka alama ya tiki, application hiyo inakuwa na ruhusa ya kuingia katika orodha ya namba za simu, hivyo hata wakati mwingine kabla ya muda wa kulipa kufika taarifa zinapelekwa za kumkashifu huyo mtu kwa watu wote anawasiliana nao. 

“Kuwaasa wananchi kupitia vizuri maelekezo yanayoelekezwa mle ile usijikute kuwa ni mwathirika,” amesema. 

Tayari BoT imezifungia kutoa mikopo programu tumizi (application) 69 baada ya kuzibaini zinaendesha shughuli hiyo kidijitali bila kuwa na leseni wala idhini.

BoT ilitangaza uamuzi huo Novemba 21, 2024 kupitia taarifa iliyosainiwa na Gavana wa Bot, Emmanuel Tutuba ikiutahadharisha umma wa Watanzania kutojihusisha na majukwaa na programu tumizi zilizofungiwa.

Kuhusu warsha ya kuongeza uelewa juu ya dhana ya ulinzi wa taarifa binafsi, Dk Mkilia amesema warsha hiyo itafanyika jijini Dar es Salaam kuanzia Desemba 17 hadi 18, 2024 ambapo washiriki ni maofisa ulinzi wa taarifa binafsi (DPOs) wa taasisi za umma na binafsi. 

Amesema lengo ni kuelimisha wadau wa ulinzi wa taarifa binafsi nchini na kutoa elimu pamoja na maarifa muhimu kwa taasisi za umma na binafsi kuhusu utekelezaji wa Sheria ya Ulinzi wa Taarifa Binafsi ya mwaka 2022 na kanuni zake.  

Dk Mkilia amesema katika kutekeleza agizo la Rais Samia Suluhu Hassan alilolitoa Aprili 3,2024 wakati akizindua tume hiyo taasisi 700 za umma na binafsi zimejisajili katika tume hiyo.

Mwakilishi wa Kampuni ya Hilton Law Group ambao wanashirikiana na PDPC katika warsha hiyo, Wakili Dorothy Ndazi amesema ni muhimu kwa taasisi zote kuelewa wajibu wao kuhusu dhana ya ulinzi wa taarifa binafsi.

Tanzania Declares Marburg Outbreak – Africa CDC Mobilizes Immediate Response

Addis Ababa, January 20, 2025</Strong> — Tanzania has declared a Marburg virus disease (MVD) outbreak after confirming one case and identifying 25 suspected cases in the Kagera Region of Northwestern Tanzania. The Marburg virus, a highly infectious and often fatal disease, is similar to Ebola and is transmitted to humans from fruit bats and monkeys. This outbreak marks the nation’s second encounter with the deadly virus, following the outbreak in Bukoba District of Kagera Region in March 2023, which resulted in nine cases and six deaths.

In response to this urgent threat, the Africa CDC is mobilizing strong support to help Tanzania contain the outbreak. A team of twelve public health experts will be deployed as part of an advance mission in the next 24 hours. The multidisciplinary team includes epidemiologists, risk communication, infection prevention and control (IPC), and laboratory experts to provide on-ground support for surveillance, IPC, diagnostics, and community engagement.

The Director-General of Africa CDC, Dr. Jean Kaseya, has engaged with Tanzania’s President Samia Suluhu Hassan and the Minister of Health to ensure coordinated efforts and secure political commitment for the response.

“Africa CDC stands firmly with Tanzania in this critical moment. To support the government’s efforts, we are committing US$ 2 million to bolster immediate response measures, including deploying public health experts, strengthening diagnostics, and enhancing case management. Building on Tanzania’s commendable response during the 2023 outbreak, we are confident that swift and decisive action, combined with our support and those of other partners, will bring this outbreak under control,” Dr. Kaseya stated.

Africa CDC has recently supported efforts to enhance the diagnostic and sequencing capacity of public health laboratories in Tanzania. PCR Test kits and genomic sequencing reagents have been dispatched, with additional supplies in the pipeline. To ensure rapid identification and confirmation of cases, the institution will also provide technical assistance to strengthen detection and genome sequencing for better characterization of the pathogen. Additionally, support will be provided to improve case management protocols and enhance the capacity to deliver safe and effective treatment.

Africa CDC is committed to working closely with the Government of Tanzania, regional partners, international organizations, and global stakeholders, including the World Health Organization, to stop the spread of the Marburg virus.
