Umiliki hafifu wa ardhi Zanzibar

Dar es Salaam. Hivi unajua kuwa asilimia 71 ya Wazanzibari wanaishi kwenye maeneo wasiyoyamiliki? Jambo hilo linatajwa kukwaza upatikanaji wa fursa zikiwamo za mikopo kwa wananchi hao.

Hayo ni kwa mujibu wa ripoti ya Finscope Zanzibar ya mwaka 2023, sababu za hali hiyo ni uwepo wa majengo mengi ya kale ambayo mara nyingi ni vigumu mtu binafsi kuyamiliki.

Kulingana na ripoti hiyo, ni asilimia 29 pekee ya wananchi visiwani humo, ndiyo wanaomiliki maeneo wanayoishi na kati yao, asilimia nne wanamiliki kwa ushirikiano.

Pamoja na hali hiyo, ripoti inaeleza asilimia 39 ya wakazi hao wanatamani kumiliki nyumba lakini hawana uwezo huku asilimia 12 wakitamani kumiliki ardhi au shamba.

Si hao pekee, ipo asilimia 13 ya Wazanzibari wenye kiu ya kumiliki biashara baadaye, lakini fedha ndiyo kikwazo na asilimia tatu wanatamani kumiliki mifugo.

Asilimia 12 wanatamani kumiliki gari au vyombo vya moto na asilimia 10 hawajawahi kufikiria juu ya umiliki wa kitu chochote.

Akizungumzia umiliki hafifu wa makazi na ardhi visiwani humo, Mchambuzi wa masuala ya uchumi na biashara, Oscar Mkude amesema hali hiyo inawafanya wananchi kushindwa kufikia fursa mbalimbali ikiwemo mikopo.

“Kuna mikopo inatolewa kwenye taasisi za fedha, ukiwa na ardhi unaweza kupewa, mikopo hiyo ndiyo hutumika katika shughuli mbalimbali za kujiendeleza kiuchumi ambazo hufanywa na watu,” amesema Mkude.

Kadhalika, amesema hali hiyo inawafanya wananchi kuwa kama wakimbizi katika eneo walikozaliwa na hivyo kuwapa mazingira magumu ya kufanya shughuli za biashara.

Hata hivyo, Mkude amesema kwa Zanzibar kutomiliki ardhi linaweza lisiwe jambo la ajabu kwa kuwa maeneo mengi yana majengo ya kale ambayo ni vugumu kwa mtu binafsi kuyamiliki.

Kauli hiyo inathibitishwa na ripoti hiyo, inayotaja baadhi ya maeneo kuwa na umiliki kidogo ukilinganisha na mengine.

Kaskazini Unguja ndiyo inayoongoza kwa asilimia 43 ya wakazi kumiliki ardhi wanayoishi, Kusini Unguja asilimia 32, Mjini Magharibi asilimia 25, Kaskazini Pemba asilimia 30, Kusini Pemba asilimia 23.

“Wakati mwingine pia ‘sample’ iliyotumika katika utafiti inaweza isitoe majibu yenye mashiko kama Zanzibar ina watu zaidi ya milioni tatu kwa mujibu wa sensa ikatumika sample ya watu 300,000 lazima tutapata matokeo dhaifu,” amesema Mkude.

Wakati yeye akisema hayo, Mtaalamu wa Uchumi Profesa Aurelia Kamuzora amesema shughuli za upangaji miji zinaweza kuwa kikwaza cha umiliki.

Aliijenga hoja hiyo kwa kutolea mfano hasa wa maeneo ya vijijini, ambayo mara nyingi hayapimwi na kusababisha umiliki kuwa hafifu.

Waziri wa Ardhi na Maendeleo ya Makaazi Zanzibar, Rahma Kassim Ali amesema yapo maeneo ambayo hayana matatizo na si yaliyopangwa kwa shughuli mbalimbali za kiuchumi watu wanayoweza kumiliki.

Mbali na kumiliki pia amesema ni vyema watu kuhakikisha wanapitia michakato yote inayotakiwa ikiwamo kutafuta hati za umiliki ili kuweka uhalali.

“Hapa kwenye hati ndiyo kuna tatizo, elimu bado iko chini, watu wanazitafuta wanapokuwa na shida ya mikopo ndiyo wanaanza kuhangaika sasa suala linalohusu ardhi si kitu cha siku moja inachukua muda na wakati mwingine hadi wiki tatu,” amesema.

Moja ya changamoto inayosababisha watu washindwe kurasimisha ardhi zao ni uwepo wa tozo na hata hivyo Serikali inafanyia kazi.

“Zipo kanuni ambazo zinaandaliwa kwa sasa zitakazoshusha tozo hizi ili wananchi waje kufanya uhamishaji wa umiliki kutoka kwa watu waliowauzia kuja kwao, wengi wamekuwa wakija kuomba kufanya hivyo lakini wakiambiwa gharama hawarudi,” amesema.

Gharama hizo, amesema zimekuwa zikitozwa kulingana na ukubwa wa ardhi inayotaka kumilikiwa.

“Lengo la Serikali ya Zanzibar ni kuhakikisha ardhi yote inapimwa, kwa sababu faida ya kuwa na hati ni kupunguza uvamizi wa maeneo,” amesema.

Alitumia nafasi hiyo kuwataka watu waliobadili matumizi ya maeneo kutoka yale yaliyopangwa na kuyafanya makazi, wafuate utaratibu wa kisheria.

Tanzania’s opposition party ACT Wazalendo honours veteran politician under new policy

Unguja. Opposition party ACT Wazalendo today officially bids farewell to its former Chairman, Juma Duni Haji, also known as Babu Duni, as part of a new policy designed to honor retired senior leaders at a ceremony held at Kiembesamaki, Zanzibar.

The initiative highlights the party’s commitment to recognizing and supporting individuals who have served with dedication and integrity.

Babu Duni, who stepped down earlier this year, was succeeded by Othman Masoud, now the First Vice President of Zanzibar.

The policy aims to provide ongoing respect and support to retired leaders, ensuring their continued recognition and contribution to the party’s development.

“Recognizing their significant contributions to the development and prosperity of the party, this policy ensures that retired leaders continue to be acknowledged and respected by both the party and the community,” the policy states.

To benefit from this policy, leaders must not have left or been expelled from the party. They must have served the party with honor and dedication. The national leadership committee will determine whether a leader has fulfilled these criteria.

The policy seeks to honor retired leaders, protect their dignity, acknowledge their contributions, leverage their ideas for the party’s growth, and support them to the best of the party’s ability.

In honoring these leaders, the party will provide a vehicle, the type of which will be determined by the national leadership committee. Additionally, they will receive a monthly allowance, with the amount also set by this committee.

Other benefits include health insurance. If a leader does not own a home, the party will cover their rent at a rate decided by the committee.

The leadership committee may also grant special recognition based on the leader’s contributions. Retired leaders will participate in decision-making meetings according to procedures outlined in the party’s constitution.

Depending on the party’s resources at the time, the policy may also apply to retired deputy chairpersons for both the mainland and Zanzibar, the Secretary-General, Deputy Secretary-General for both mainland and Zanzibar, and the party’s Attorney General.

Additionally, leaders, executives, or members with exceptional contributions to the party’s protection, advocacy, and defense may also benefit, as determined by the leadership committee.

Currently, those who are eligible for benefits under this policy include Juma Duni Haji (retired party Chairman) and Zitto Kabwe (retired party leader).Continue Reading
