Dar es Salaam. Serikali ya Tanzania imepiga marufuku ya malipo ya huduma kwa kutumia fedha za kigeni kuanzia Julai Mosi 2024 huku akieleza mwongozo wa suala hilo utatolewa baadaye.
Hatua hiyo inatangazwa ili kuondoa usumbufu ambao wanakutana nao baadhi ya watu wanaohitaji huduma kuhangaika kutafuta fedha za kigeni hasa katika kipindi hiki ambacho zinapatikana kwa tabu.
Hayo yameelezwa leo Alhamisi, Juni 13, 2024 bungeni jijini Dodoma na Waziri wa Fedha, Dk Mwigulu Nchemba wakati akisoma hotuba ya Bajeti Kuu ya Serikali katika mwaka 2024/2025.
Dk Mwigulu amesema Tanzania ni miongoni mwa nchi zilizokabiliwa na upungufu wa fedha za kigeni katika mwaka 2023/24 ilisababishwa na mambo mbalimbali ikiwemo: athari za Uviko–19; vita vinavyoendelea nchini Ukraine na katika ukanda wa Gaza; mabadiliko ya tabianchi.
Pamoja na sababu hizo, baadhi ya Watanzania pia wanakuza tatizo la upungufu wa dola kwa baadhi ya watu kudai malipo au kufanya malipo ya bidhaa na huduma zinazotolewa ndani ya nchi kwa kutumia fedha za kigeni yaani.
Amesema hali hiyo inawafanya Watanzania wahangaike kuitafuta fedha ya kigeni kununua huduma zinazotolewa ndani ya nchi yao badala ya kuwafanya wageni wahangaike kuitafuta shilingi ya Tanzania wanapotaka huduma ndani ya nchi.
Amesema jambo hilo linasababisha kuongezeka kwa mahitaji yasiyo ya lazima ya fedha za kigeni na kuwanyima fursa watu wanaohitaji fedha za kigeni kwa ajili ya kulipia bidhaa na huduma muhimu kutoka nje ya nchi.
“Kitendo cha kuuza bidhaa au huduma za ndani kwa kutumia fedha za kigeni ni kosa kwa mujibu wa kifungu cha 26 cha Sheria ya Benki Kuu ya mwaka 2006, ambacho kinabainisha kwamba Shilingi ya Tanzania ndiyo fedha halali pekee kwa malipo ya ndani ya nchi,” amesema Mwigulu na kuongeza.
“Kuanzia Julai 1, 2024, naelekeza wadau wote wa ndani, taasisi za umma, wafanyabiashara, asasi za kiraia, mashirika ya kimataifa na watu wote waliopo nchini Tanzania wenye tabia ya kuweka bei kwenye huduma au kuuza bidhaa kwa fedha za kigeni kuacha mara moja na kuhakikisha bei za bidhaa na huduma hizo zinatangazwa na kulipwa kwa Shilingi ya Tanzania.
Alitumia nafasi hiyo kuzitaka taasisi zote za Serikali zinazotoza ushuru, ada na tozo mbalimbali kwa fedha za kigeni kurekebisha kanuni zao ili tozo hizo zilipwe kwa shilingi.
“Hata mgeni akija na fedha za kigeni ni vyema akaibadilisha kuwa fedha ya kitanzania ili aweze kupata huduma. Tunafanya kila malipo kwa fedha za kigeni, halafu shilingi ikishuka thamani tunajiuliza tumekosea wapi,” amesema Dk Mwigulu.
Aliwataka watanzania na wadau wote waliopo nchini kuacha kununua/kulipia vitu vilivyomo nchini kwa fedha za kigeni, hususan vifaa vya kielektroniki, ada za shule/chuo, kodi za nyumba, viwanja, na bidhaa au huduma mbalimbali kwa fedha za kigeni.
“Naielekeza Benki Kuu pamoja na vyombo vingine vinavyohusika kuendelea kudhibiti suala hili, kufuatilia kwa ukaribu ili kubaini wote wanaoendelea kufanya makosa hayo, na kuchukua hatua stahiki kwa mujibu wa sheria,” amesema Dk Mwigulu.

Tanzania’s opposition party ACT Wazalendo honours veteran politician under new policy
Unguja. Opposition party ACT Wazalendo today officially bids farewell to its former Chairman, Juma Duni Haji, also known as Babu Duni, as part of a new policy designed to honor retired senior leaders at a ceremony held at Kiembesamaki, Zanzibar.
The initiative highlights the party’s commitment to recognizing and supporting individuals who have served with dedication and integrity.
Babu Duni, who stepped down earlier this year, was succeeded by Othman Masoud, now the First Vice President of Zanzibar.
The policy aims to provide ongoing respect and support to retired leaders, ensuring their continued recognition and contribution to the party’s development.
“Recognizing their significant contributions to the development and prosperity of the party, this policy ensures that retired leaders continue to be acknowledged and respected by both the party and the community,” the policy states.
To benefit from this policy, leaders must not have left or been expelled from the party. They must have served the party with honor and dedication. The national leadership committee will determine whether a leader has fulfilled these criteria.
The policy seeks to honor retired leaders, protect their dignity, acknowledge their contributions, leverage their ideas for the party’s growth, and support them to the best of the party’s ability.
In honoring these leaders, the party will provide a vehicle, the type of which will be determined by the national leadership committee. Additionally, they will receive a monthly allowance, with the amount also set by this committee.
Other benefits include health insurance. If a leader does not own a home, the party will cover their rent at a rate decided by the committee.
The leadership committee may also grant special recognition based on the leader’s contributions. Retired leaders will participate in decision-making meetings according to procedures outlined in the party’s constitution.
Depending on the party’s resources at the time, the policy may also apply to retired deputy chairpersons for both the mainland and Zanzibar, the Secretary-General, Deputy Secretary-General for both mainland and Zanzibar, and the party’s Attorney General.
Additionally, leaders, executives, or members with exceptional contributions to the party’s protection, advocacy, and defense may also benefit, as determined by the leadership committee.
Currently, those who are eligible for benefits under this policy include Juma Duni Haji (retired party Chairman) and Zitto Kabwe (retired party leader).Continue Reading
