Kigwangala aibuka na mpya

Dar es Salaam. Mbunge wa Nzega Vijijini (CCM), Dk Hamis Kigwangalla amesema licha ya Serikali ya Tanzania kuwa na sera na mipango mizuri, kuna tatizo la utekelezaji, hali inayorejesha nyuma utoaji wa huduma za jamii nchini.

Ameyasema hayo leo Jumatano, Agosti 14, 2024 alipokuwa akihutubia katika uzinduzi wa mkakati wa Shirika la Water Aid kwa kuwashirikisha wadau wa maji na usafi wa mazingira (WASH) jijini Dar es Salaam.

Kigwangalla, ambaye pia ni mwenyekiti wa Chama cha wabunge wanaopiga vita usugu wa dawa Tanzania, amesema kuna haja ya kuwashirikisha wadau ili kuhakikisha sera na mipango ya Serikali inatekelezwa.

“Tanzania tuna mipango na sera nzuri, lakini tatizo ni kwenye utekelezaji. Kwa mfano, ukitazama sera ya maji, kila kitu kimo mle. Tuna wasomi wazuri ambao wamesoma na wamehitimu vizuri sana, wanaweka mipango vizuri lakini tunakwama kwenye utekelezaji,” amesema.

Amesema kupitia mkutano huo, wadau waazimie kuweka mikakati ya kufanikisha mipango iliyowekwa.

“Kwanza ni kuhakikisha kunakuwa na upatikanaji wa fedha za kutosha kwenye miradi ya maji na usafi wa mazingira kwa ujumla wake, na pili ni kuhakikisha wadau wote wanakuja pamoja kusukuma ajenda hiyo ya mazingira kwa lengo la kumpa kipaumbele mwanamke.

Tatu, tunapaswa kuielimisha jamii ili kila mmoja ashiriki. Kwa mfano, unakuta kampuni kubwa za biashara (anazitaja), wananunua mazao, wanafanya kazi na wananchi. Wananchi wanaweza kujenga vyoo kwenye zahanati, wanaweza kufanya hivyo,” amesema.

Waziri huyo wa zamani wa Maliasili na Utalii amesema kuna haja ya kufanya tathmini na usimamizi kwa kupata taarifa sahihi ili kujua utekelezaji umetoka wapi na utafika wapi.

Kwa upande wake, Mkurugenzi Mkazi wa Shirika la Water Aid Tanzania, Anna Mzinga amesema licha ya dhamira njema ya Serikali, bado upatikanaji wa maji hauridhishi.

“Tumeona kuna vituo vya afya ambavyo huduma za maji na usafi wa mazingira bado hazijafika na tunaliona hilo kama tatizo ambalo linaweza kutatuliwa pamoja ili kusogeza huduma hizo.

“Tunatiwa moyo sana na nia ya Rais wetu Samia Suluhu Hassan ya kumtua mama ndoo kichwani, lakini kwa namna ambavyo tunaona na hasa katika sehemu za kutolea huduma na kufikisha maji nyumbani bado haijafikia asilimia 100,” amesema Mzinga.

Amesema licha ya huduma hiyo kutakiwa kuwa ya lazima kwa jamii, bado imekuwa vigumu kupatikana na wanaoathirika zaidi ni wanawake.

“Mtoto wa kike anapokuwa kwenye siku zake hawezi kuwa kwenye shule ambayo haina maji, choo safi na chenye mlango ambako anaweza kufanya huduma zake kwa usiri na kwa usafi.

“Suala la kutokuwa na maji na usafi wa mazingira linachangia katika kuwarudisha nyuma wanawake hata kiuchumi kwa sababu wanatumia muda mkubwa kwenye kutafuta maji,” amesema.

Mbunge wa viti maalumu Mkoa wa Shinyanga, Dk Christina Mnzava, amesema miongoni mwa majukumu yao ni kuhakikisha sera na mipango iliyopitishwa na Bunge inatekelezwa na Serikali.

“Sisi tunaotunga sera na sheria, kwa hiyo tuna wajibu mkubwa wa kuhakikisha zinatekelezwa. Sisi ndio tunaandaa bajeti, inapotengwa kwa ajili ya maji na usafi wa mazingira, tunahakikisha bajeti inapotengwa na kupitishwa tunafuatilia kama imefika kule inakotakiwa,” amesema.

Awali, akitoa mada katika mkutano huo, Christina Mhando kutoka Water Aid, amesema hadi mwaka 2021, kulikuwa na takribani vituo vya kutolea huduma za afya 8,549, lakini nusu ya vituo hivyo havina maji ya bomba na hata vilivyounganishwa na maji ya bomba havipati maji ya uhakika.

“Hadi asilimia 44 ya vyumba vya madaktari na asilimia 42 ya vyumba vya uzazi havina sehemu ya kunawia mikono ili kuwawezesha watoa huduma kufanya kazi kwa usafi.

“Hali hii inawaathiri watoa huduma walio mstari wa mbele kama wauguzi na wakunga na wanawake wakati wa kujifungua na wagonjwa wengine,” amesema.

Tanzania Confirms Outbreak of Marburg Virus Disease

Dodoma — Tanzania today confirmed an outbreak of Marburg virus disease in the northwestern Kagera region after one case tested positive for the virus following investigations and laboratory analysis of suspected cases of the disease.

President of the Republic of Tanzania, Her Excellency Samia Suluhu Hassan, made the announcement during a press briefing alongside World Health Organization (WHO) Director-General, Dr Tedros Adhanom Ghebreyesus, in the country’s administrative capital Dodoma.

“Laboratory tests conducted in Kabaile Mobile Laboratory in Kagera and later confirmed in Dar es Salaam identified one patient as being infected with the Marburg virus. Fortunately, the remaining suspected patients tested negative,” the president said. “We have demonstrated in the past our ability to contain a similar outbreak and are determined to do the same this time around.”

A total of 25 suspected cases have been reported as of 20 January 2025, all of whom have tested negative and are currently under close follow-up, the president said. The cases have been reported in Biharamulo and Muleba districts in Kagera.

“We have resolved to reassure the general public in Tanzania and the international community as a whole of our collective determination to address the global health challenges, including the Marburg virus disease,” said H.E President Hassan.

WHO is supporting Tanzanian health authorities to enhance key outbreak control measures including disease surveillance, testing, treatment, infection prevention and control, case management, as well as increasing public awareness among communities to prevent further spread of the virus.

“WHO, working with its partners, is committed to supporting the government of Tanzania to bring the outbreak under control as soon as possible, and to build a healthier, safer, fairer future for all the people of Tanzania,” said Dr Tedros. “Now is a time for collaboration, and commitment, to protecting the health of all people in Tanzania, and the region, from the risks posed by this disease.”

Marburg virus disease is highly virulent and causes haemorrhagic fever. It belongs to the same family as the virus that causes Ebola virus disease. Illness caused by Marburg virus begins abruptly. Patients present with high fever, severe headache and severe malaise. They may develop severe haemorrhagic symptoms within seven days.

“The declaration by the president and the measures being taken by the government are crucial in addressing the threat of this disease at the local and national levels as well as preventing potential cross-border spread,” said Dr Matshidiso Moeti, WHO Regional Director for Africa. “Our priority is to support the government to rapidly scale up measures to effectively respond to this outbreak and safeguard the health of the population,”

Tanzania previously reported an outbreak of Marburg in March 2023 – the country’s first – in Kagera region, in which a total of nine cases (eight confirmed and one probable) and six deaths were reported, with a case fatality ratio of 67%.

In the African region, previous outbreaks and sporadic cases have been reported in Angola, the Democratic Republic of the Congo, Ghana, Kenya, Equatorial Guinea, Rwanda, South Africa and Uganda.

Marburg virus is transmitted to people from fruit bats and spreads among humans through direct contact with the bodily fluids of infected people, surfaces and materials. Although several promising candidate medical countermeasures are currently undergoing clinical trials, there is no licensed treatment or vaccine for effective management or prevention of Marburg virus disease. However, early access to treatment and supportive care – rehydration with oral or intravenous fluids – and treatment of specific symptoms, improve survival.
