Hizi hapa applikesheni 69 za mikopo mtandaoni zilizofungiwa

Dodoma. Benki Kuu ya Tanzania (BoT), imezifungia kutoa mikopo programu tumizi (application) baada ya kuzibaini zinaendesha shughuli hiyo kidijitali bila kuwa na leseni wala idhini.

Taarifa hiyo imetolewa leo Alhmisi Novemba 21, 2024 na Gavana wa BoT, Emmanuel Tutuba, ikiutahadharisha umma wa Watanzania kutojihusisha na majukwaa na progamu tumizi zilizofungiwa.

Programu zilizofungiwa ni BoBa Cash, Hewa Mkopo, Money Tap 55, Soko loan, Bolla Kash – Bolla Kash Financial Credit, Hi Cash, Mpaso chap loan – Mkopo kisasa, Sunloan,  BongoPesa-Personal Online Loan, HiPesa, Mum loan na Sunny Loan.

Nyingine ni Cash Mkopo, Jokate Foundation Imarisha Maisha, My credit, Swift Fund, Cash pesa, Kopahapa, Nikopeshe App, Tala, Cash poa, Kwanza loan, Nufaika Loans  TikCash, CashMama, L-Pesa Microfinance, Okoa Maisha – Mkopofast na  Twiga Loan.

Nyingine ni CashX, Land cash, Pesa M, TZcash, Credit Land, Loanplus, Pesa Rahisi, Umoja, Eaglecash TZ, M-Safi, PesaPlus, Usalama na Uwakika Mkopo Dk15, Fast Mkopo na Mkopo Express.

Zimo pia PesaX, Ustawi loan, Flower loan, Mkopo Extra, Pocket loan, Viva Mikopo Limited, Fun Loan, Mkopo haraka, Pop Pesa, VunaPesa, Fundflex na MkopoFasta.

Nyingine zilizofungiwa ni Premier loan, Yes Pesa, Get cash, MkopoHaraka, Safe pesa, ZimaCash, Getloan, Mkopohuru, Sasa Mkopo 17. Getpesa Tanzania, Mkopo Nafuu, Silk loan, Hakika loan, Mkopo wako na Silkda Credit.

“BoT imebaini kuwepo majukwaa na programu tumizi (applications) zinazojihusisha na utoaji wa mikopo kidijitali bila ya kuwa na leseni na idhini kutoka Benki Kuu ya Tanzania.

“Majukwaa na programu hizo zimeshindwa kukidhi matakwa ya mwongozo kwa watoa huduma ndogo za fedha wa daraja la pili kwa wanaotoa huduma za mikopo kwa njia ya kidijitali wa mwaka 2024, uliotolewa na Benki Kuu Agosti 27, 2024,” amesema Tutuba.

Amesema mwongozo huo unalenga kuimarisha usimamizi wa watoa huduma hao nchini na kuhakikisha wanazingatia kanuni za kumlinda mlaji wa huduma za fedha.

Tutuba amesema mwongozo huo unajumuisha uwazi, uwekaji wa tozo na riba, njia za ukusanyaji wa madeni, utunzaji wa taarifa binafsi za wateja na kulinda faragha zao.

Aidha, Tutuba amesema BoT inashirikiana na Mamlaka ya Mawasiliano Tanzania (TCRA) kuzifungia programu hizo ili kuepusha umma kutumia huduma za fedha zisizokuwa na vibali vya mamlaka husika.

Amesema BoT imechapisha na itaendelea kuhuisha orodha ya watoa huduma walioidhinishwa kutoa huduma za mikopo katika tovuti yake.

Juni 27, 2024, Spika wa Bunge, Dk Tulia Ackson alionyesha kukerwa na udhalilishaji unaofanywa na baadhi ya watu wanaotoa mikopo kwa njia ya mtandao kwa kuwashirikisha wasiohusika na mikopo hiyo.

Spika Tulia alieleza hayo bungeni wakati wa kipindi cha maswali na majibu akiitaka Serikali ieleze suala hilo ambalo lilikuwa likijadiliwa zaidi nje ya Bunge,”sijui kama kuna mwongozo wowote na Serikali mnalipokea na mnalifanyia kazi, hilo limekuaje.”

Dk Tulia alisema hata yeye amepata ujumbe wa mtu ambaye anamwambia kuwa mtu huyo anadaiwa na kuhoji yeye anahusika nini kwa yeye kudaiwa.

Aliyekuwa Waziri wa Habari, Mawasiliano na Teknolojia ya Habari, Nape Nnauye alijibu suala hilo akikiri kuwepo kwa changamoto hiyo ya watu ambao wanakopesheana mitandaoni na baadaye wanatuma taarifa za watu wanaomzunguka mkopaji.

Nape alisema Serikali imeagiza TCRA kwa kushirikiana na Kitengo cha Kudhibiti Wizi Mtandaoni na Jeshi la Polisi kulifanyia kazi.

Aprili 1, 2024, Mwananchi liliripoti malalamiko ya baadhi ya watu wanaotumiwa ujumbe kuwataka kuwakumbusha waliokopa kulipa madeni yao na jinsi kampuni za zinavyopata namba hizo za simu.

Ujumbe huo umekuwa ukisomeka: “Ndugu wa karibu/jamaa /rafiki/jirani wa (jina la mkopaji  na namba za simu)… aliyechukua mkopo kwa njia ya mtandao kupitia Application ya … unafahamishwa kuwa mtu huyu amekiuka makubalianao kwa kutolipa deni siku husika ya marejesho na kutopokea simu za ofisi, hivyo tutamchukulia hatua kwa kosa hilo.

“Unaombwa kumpigia simu muhusika na kumjulisha kuwa ana masaa mawili ya kulipa deni kabla hatua kali hazijachuliwa dhidi yake. Fanya hivyo kuepuka usumbufu.”

Ujumbe huu ni kinyume na kanuni za ukusanyaji madeni kwa mujibu wa Toleo la Kanuni za Huduma Ndogo za Fedha 2019 ibara ya 56, kifungu cha 1, (c, d) kinachokataza “kumtisha au kutumia nguvu au njia zisizo halali katika kukusanya au kufuatilia deni; pia kutotumia lugha ya fedheha au isiyofaa.”

Vilevile, lililalamikiwa tatizo jingine la kudukua taarifa za mteja na kutafuta namba za simu alizozihifadhi kwenye simu yake na kuzitumia ujumbe wa vitisho.

Mmoja wa viongozi wa kampuni moja inayotoa mikopo kwa njia ya mtandao ambaye hakutaka jina lake litajwe, alilieleza Mwananchi wakati huo, kuwa kudukua taarifa za mteja wao ikiwamo kuchukua namba za watu wake wa karibu, ni hatua ya mwisho baada ya kufanya jitihada za kumtafuta kwa mfumo wa kawaida kushindikana.

“Ikitokea mteja amekuwa sugu tunaangalia faili lake kuna namba mbili anaziandika za wadhamini, tukiwatafuta hawapatikani au ni wasumbufu, tuna tumia mfumo wetu uliounganishwa na namba za mhusika na unawezesha kuona hadi namba za watu wake wa karibu anaowasililiana nao mara kwa mara, kisha tunawatumia ujumbe,” amesema.

Pia, amesema kwa sheria ya kampuni yao kufanya marejesho mwisho ni saa 05:00 asubuhi lakini muda huo hawajauweka wazi kwenye mitandao yao, lakini wanaochukua mikopo wanaelezwa sharti hilo kabla ya kupewa fedha.

“Tumeshindwa kuweka wazi kwenye mitandao kwa sababu mifumo yetu ina changamoto na bado tunajaribu kuangalia teknolojia ya kutuwezesha kila mmoja aone ili ukikopa fedha zirudi kwa wakati tuwakopeshe wengine.”

Amesema wamekuwa wakiwasisitiza wateja wao kufanya marejesho mapema na kuwa wanapochukua wanakubali lakini wakati wa kurejesha wanatoa visingizio vingi ikiwamo kudai wamefiwa au wanauguza.

“Muda ukifika kampuni huwa inahitaji fedha zake bila kujali mteja anapitia katika hali gani au kapatwa na msiba, tunachohitaji malipo yetu tupewe kwa wakati,”amesema kiongozi huyo.

Tanzania’s opposition party ACT Wazalendo honours veteran politician under new policy

Unguja. Opposition party ACT Wazalendo today officially bids farewell to its former Chairman, Juma Duni Haji, also known as Babu Duni, as part of a new policy designed to honor retired senior leaders at a ceremony held at Kiembesamaki, Zanzibar.

The initiative highlights the party’s commitment to recognizing and supporting individuals who have served with dedication and integrity.

Babu Duni, who stepped down earlier this year, was succeeded by Othman Masoud, now the First Vice President of Zanzibar.

The policy aims to provide ongoing respect and support to retired leaders, ensuring their continued recognition and contribution to the party’s development.

“Recognizing their significant contributions to the development and prosperity of the party, this policy ensures that retired leaders continue to be acknowledged and respected by both the party and the community,” the policy states.

To benefit from this policy, leaders must not have left or been expelled from the party. They must have served the party with honor and dedication. The national leadership committee will determine whether a leader has fulfilled these criteria.

The policy seeks to honor retired leaders, protect their dignity, acknowledge their contributions, leverage their ideas for the party’s growth, and support them to the best of the party’s ability.

In honoring these leaders, the party will provide a vehicle, the type of which will be determined by the national leadership committee. Additionally, they will receive a monthly allowance, with the amount also set by this committee.

Other benefits include health insurance. If a leader does not own a home, the party will cover their rent at a rate decided by the committee.

The leadership committee may also grant special recognition based on the leader’s contributions. Retired leaders will participate in decision-making meetings according to procedures outlined in the party’s constitution.

Depending on the party’s resources at the time, the policy may also apply to retired deputy chairpersons for both the mainland and Zanzibar, the Secretary-General, Deputy Secretary-General for both mainland and Zanzibar, and the party’s Attorney General.

Additionally, leaders, executives, or members with exceptional contributions to the party’s protection, advocacy, and defense may also benefit, as determined by the leadership committee.

Currently, those who are eligible for benefits under this policy include Juma Duni Haji (retired party Chairman) and Zitto Kabwe (retired party leader).Continue Reading
